How We Helped an Importer Meet EPA Requirements for their Small Nonroad Spark-Ignition Engine and Avoid Port Storage Fees

The antidumping duties/countervailing duties (ADD/CVD) inquiry wasn’t the only challenge we solved for our engine importer. As this was the importer’s first time bringing in engines, we went the extra mile by completing the EPA Form 3520-21 on their behalf. This form is required by the U.S. Environmental Protection Agency (EPA) for the declaration of engines, vehicles, and equipment subject to Federal Air Pollution Regulations.


To complete the form, we needed to review the emission control information label to identify the engine family name. The engine family name reveals similar engines with shared emission characteristics and helps determine the applicable regulatory requirements. In this case, the engine family was classified as a small nonroad spark-ignition engine.


We cross-checked this family name on EPA’s list and determined that a bond was required for import. To confirm, we contacted the EPA Imports Line and were advised to reach out to the engine manufacturer to determine whether the engine was exempt or if a bond was already in place. We promptly coordinated with the importer to retrieve the necessary bond information for entry filing.


Thanks to our proactive approach, we secured all required documentation before the shipment arrived at the port—avoiding costly storage fees and ensuring smooth Customs clearance.
